Jill Dominguez is considered by many to be the nations premier expert in community investment. Through her company, the WRJ Group Inc., she assists low-income and economically distressed communities to create wealth while minimizing poverty by promoting and creating business environments that attract private capital investment and livable wage level jobs. Since 1993, Dominguez has earned more than $45 million dollars in capital and investments for under-served communities across the United States.

Ms. Dominguez clientele list includes; National Congress for Community Economic Development, the University of Southern California, the Enterprise Foundation and Rancho Santiago Community College District. Current projects include: high-technology business incubators and technology business parks serving minority and low-income communities in federally funded Empowerment Zones; design and construction of "smart" technology building sites; micro-lending programs; establishing small business credit; management training; and affordable housing programs.

A visionary in her field, Ms. Dominguez spearheaded the development of an innovative business accelerator in the Pico-Union area of Los Angeles, which combines private and public funding to introduce small businesses to the bio-med field. Through innovative partnerships, she is helping develop business incubators that provide cutting edge programs for minority and women owned businesses. She was recently credited with syndicating the Housing and Urban Development Empowerment Zone Tax Credit awarded to only twenty Community Development Corporations throughout the U.S. Dominguez also has established Home Loan Centers and started non-profit housing groups in economically distressed communities to provide home loan counseling, loan packaging and financial services.

Her work has received acclaim from leading national agencies and professional organizations including: U.S. Department of Housing and Urban Development, Fannie Mae, Freddie Mac and the FDIC.

Prior to forming the WRJ Group Inc., Ms. Dominguez served as Director of Economic Development for New Economics for Women and Chief Operating Officer for Operation Hope.
